Abstract

This article presents an analysis of the Latin American integration process from the specific case of CELAC, which shows that this regional bloc has operated under “summit diplomacy”. In other words, it still prevails at an intergovernmental level where other key actors such as civil society and citizens are ignored in decision- making. In the first place, the concept of “summit diplomacy” and South-South cooperation in CELAC are addressed. Second, regionalism is exposed to a la carté and the Latin American integrationist complex roughly. Third, the structure and contents of regional change will be analyzed, then the challenges and keys that CELAC must face will be explained. Finally, a series of recommendations will be made regarding the guidelines to be adopted by this block, taking into account the changes in the global and regional agenda.
