Horizontal accountability: impact on the development of Santiago de Cali

Abstract

This article analyses the quality of horizontal accountability —clarity, efficiency, effectiveness—, conducted by the Cali Council to the development plan “Para vivir la vida dignamente”. It is framed in the concepts of governability, horizontal accountability and governance, due to the incidence of the council as co-administrator of the city development. The results are supported on an ethnographic documental exercise, of observation and interviews. The conclusions argue that horizontal accountability done to the development plan did not show quality and did not contribute to the city development.
