Regional public policies and institutional dimensions. Theoretical notes and an analysis of case

The article considers regional public policies as a strategic topic in current Latinamerican integration processes. In the first sec- tion the paper underlines the importance of institutions in the so-called “policy cycle”, with particular attention to the phases of formulation and implementation of this type of policies. Se- condly, the article focuses on a case study that can be considered paradigmatic: the development of strategies of integrated ma- nagement in a multi-national watershed as the existing “Cuenca del Río de la Plata”. Both approaches emphasize the strategic relevance of regional public policies as well as the complexity of the institutional dimensions of this initiative.
