Abstract

This article characterizes Colombia's political regime and key political actors as “electo-factic,” a newly coined term that identifies Colombia's specific situation as a syncretistic integration of mutually repelling and exclusive dimensions, institutions, and political practices, such as elections and violence. The author then studies how this regime arose with occasion of the National Constituent Assembly, and how it became consoli- dated over the last fifteen years, against the backdrop of the country's armed internal conflict and international movements aimed at democratizing politics and globalizing the economy. This process involved violent con- frontations among de facto political actors, such as guerrilla movements, narcoterrorism, and paramilitarism, all of them pretending to implement their strategic projects and tailor the State and the main political institutions to their goals
