Abstract

The Andean Community is an integration process that has been characterized for the absence of legiti- macy in the peoples and governments of member countries. The democratic deficit has been one of the reasons that explain the poor performance of the CAN. Therefore, in 1997, governments from Bolivia, Colombia, Ecuador, Peru and Venezuela signed the Protocol Direct Elections like a hope to overcome the results of the CAN. So, I am going to analyze the impact of direct elections in the reduction of democratic deficit from the CAN.
